State must protect every citizen irrespective of faith:  Hamid Ansari

HARDOI(UP), Oct 1: Vice-President Hamid Ansari on Thursday said the state has to ensure the right to life to every citizen irrespective of faith or creed, remarks that assume significance against the backdrop of killing of a man by a mob over rumours that his family ate and stored beef in Greater Noida.

"The State has to ensure the Right to Life, enshrined in Article 21 of Indian Constitution, to every citizen of India, irrespective of the citizen's faith or creed.

"Citizens have a right to demand security and there could be no development till the security of citizens is assured," he said addressing a Quami Ekta Sammelan.

Ansari said that unity among the people of the country is essential for India's progress and development.

The vice-president said that a meeting of hearts and minds of the people was essential for India to move ahead.  PTI

 

‘Regularise casual staffs’

ITANAGAR, Oct 1: The All Capital Complex Electrical Workers Union (ACCEWU) has demanded regularisation of the service of all those casual workers serving in the Power department for 25-30 years.

Workers may be allowed for Volunteer Retirement Scheme (VRS) with certain retirement benefits as was in the case of PWD during 2007-08, it said in its memorandum to the chief secretary.

It has also demanded immediate release of pending MACP/ACP, arrear and refundable fees of ATI training caution money deposited by casual staff and regularisation of casual staff completing 10 to 15 years of service.

 

Farmers trained on animal husbandry and health

YINGKIONG, Oct 1: The District Veterinary and Animal Husbandry Department, Upper Siang organised a district level one-day farmers training on Animal Husbandry and Heath at Jengging

on Sept 30 last.

Circle Officer, Nikita Panggam inaugurated the programme and advised all the 30 trainees to sincerely learn knowledge from the resource persons and implement it in their practical life for economic sustenance.

DIPRO O. Pertin spoke on importance of training in all sectors with an objective to make it professional, more beneficial and progressive.

Earlier Dr. Talo Taggu asked the trainees to inform him immediately about any diseases as and when they get such information.

Dr. Karik Mize, Dr. Teru Borang and Dr. Omoni Komut were the resource persons.

During the interactive session, the trainees, public from Jengging circle raised questions on insufficient department staff, poor infra-structure and non availability of medicines at Jengging.

Capacity building training for MTs concludes

ITANAGAR, Oct 1: A four-day capacity building cum hands on training and review meeting of the Master Trainers (MTs) successfully concluded at AP Science Center here today.

Addressing the master trainers during the inaugural session of the programme, Opak Gao, State Project Director, SSA Rajya Mission, emphasised the need for sincerity, punctuality and dedication in acquiring knowledge during the training programme so that the master trainers can impart knowledge gained from the training to the targeted community, particularly the members of the school management committees as well as local authorities concerning all the primary and upper primary schools.

The facilitators cum trainers of the programme were the professors from RGU, ALA, Naharlagun and SSA Rajya Mission, Itanagar. Master Trainers representing 18 districts attended the training.

Paramilitary veterans for OROP

ITANAGAR, Oct 1: The All India Central Para-Military Forces Ex-Servicemen Welfare Association (AICPMFEWA) will be staging indefinite dharna at Jantar Mantar from Nov 2. It is demanding One Rank One Pension (OROP), framing of separate service and pension rules instead of CCS rules, ex-servicemen status, extension of CSD canteen facilities, extension of ECHS facilities, change of present nomenclature of Central Armed Police Forces (CAPFs) to Central Paramilitary forces (CPMFS), statutory para-military welfare board similar to Sainik Welfare Board, exemption from new contributory pension system (NPS) to serving CPMF personnel which was exempted for Armed Forces from 2004 and para-military service pay (to be calculated for pension).

The Arunachal Pradesh unit of AICPMFEWA will also participate in it.

ITANAGAR, Oct 1: The All Arunachal Pradesh Labour Union (AAPLU) has sought authorisation for appointing them as Inner Line Permit (ILP) agent saying that they are the agent of labour force and are better aware of them.

In its letter to the Chief Secretary seeking his intervention into it, the union said that it will help them check rampant influx of labour force from outside the state.

 

Yupia being exposed: ASM

ITANAGAR, Oct 1: The ASM of Tigdo Panchayat under II Doimukh Zilla Parishad Akin Tayum has alleged that land is being rampantly encroached by the public at district headquarters Yupia.

In its complaint written to the Papum Pare DC, while expressing resentment over the non-payment of compensation to the land donors of the district headquarters till date, it sought the intervention of the district administration.

Otherwise we, the actual land donors, will be forced to encroach upon our own land as we are yet to receive compensation, the letter read.

 

DTL staff seek re-engagement into service

ITANAGAR, Oct 1: The staff of Drugs Testing Laboratory in the directorate of health services, Naharlagun, whose service were discontinued last year due to financial constraint, has sought their re-engagement into the service. They wrote to the Chief Secretary in this regard.

The staff were engaged in enforcement mechanism for quality control of Ayurveda, Siddha, Unani and Homeopathic drugs on contractual basis under centrally sponsored schemes since 2012. The fund was being provided through National Ayush Mission (NAM) from state Ayush Department under department of health services.

YINGKIONG, Oct 1: A one-day legal awareness camp was organised by the District Legal Services Authority, Yingkiong Upper Siang District for the students at Govt. Model College, Geku on Sept 30 .

Habung Tangu, Judicial Magistrate cum Civil Judge also the Member Secretary District Legal Services Authority dwelt at length on A.P. Victim Compensation Scheme Act 2005, concept of 125 Cr.PC and crime against women.

Advocate Kabang Taron highlighted the concept of FIR and bail while Akoying Tekseng spoke on Right to Information Act 2005.

NWS for strong punishment to culprits   

ITANAGAR, Oct 1: The Neelam Welfare Society (NWS) today claimed that one Neelam Dol, a retired police officer was murdered by his wife. In a release NWS informed that Dol was found dead at his residence in Balijan on Sept 20th. On finding suspicious injury marks on his head, an FIR was lodged at Balijan Police Station by a family member.

The Papum Pare Police team led by SP PN Khrimey, Dy.SP Dr. N. Nega and their team cracked the case within 48 hours and arrested the accused along with a accomplice. Society while appreciating the prompt response of police team, appealed the authority to award strongest possible punishment.

 

Residents call for repairing damages

ITANAGAR, Oct 1: The residents of P-Sector, Nirjuli alleged that the authority concern has failed to repair the road and drain damaged during the monsoons. While talking to this daily, Kuku Ringu, former AAPSU leader and resident of the area informed that in May this year heavy rains had caused massive destruction in the colony.

“Many dignitaries like Chief Engineer PWD (W/Z) Katung Wahge, Ganesh Koyu, former Commissioner PWD, Executive Engineer Naharlagun along with his staff and local MLA Techi Kaso visited the flood affected areas. They had promised us to allocate appropriate funds for road maintenance but it's seems they forgot their promises. The people of P sector are crying for the help from authorities,” added Ringu.

 

Yarns distributed to beneficiaries under CMGLLS

CHANGLANG, Oct 1: Acrylic yarns were distributed free of cost to weavers under the Chief Minister’s Grants Loin Loom Schemes, during a function organised to mark the launch of the scheme in the district here today.

In his inaugural address, MLA Tesam Pongte appealed the beneficiaries to introduce creative designs in handloom products along with good finish to attract the buyers from outside. He said that the district has a unique culture and urged the young generation to maintain and preserve it. The MLA further advised the department of textile and handloom to keep local products available in the sales emporium.

Earlier, the Assistant Director Textiles and Handlooms (ADTH) informed that the main objective of the scheme is to preserve and promote traditional handloom garment, introduce new weaving design technology and provide self-employment to womenfolk. Stating that there is a huge market for traditional handloom products, the ADTH assured to help disposing their finish product through sales emporium of the department. (DIPRO)

 

SPRDC appeals for enquiry

ITANAGAR, Oct 1: Sangbia Paffa Road Development Committee (SPRDC) in a complaint letter to state Chief Secretary cum Vigilance Officer appealed him for constitution of a board to investigate into the physical achievement of Sangbia camp to Paffa PMGSY (Stage-II, Phase-X) road project.

The SPRDC in its complaint letter claimed that during a spot visit to the project site on Sept 6, the committee members found completion of only 10 to 15 per cent road work against the submission of concern department claiming 90 per cent work completion. It further alleged that the concern department had also made payment to contractors without any physical ground verification of road construction work.

 

Association seeks repair of dilapidated roads

ITANAGAR, Oct 1: The Ward No-7 Youth Association has asked for repairing the dilapidated roads in its jurisdiction.  

In its memorandum submitted to the PWD minister, it claimed that the roads, RK Mission to Senki Park, Chief Minister’s bungalow to Division-IV and from Panchali to Lobi, are dilapidated due to negligence in following the procedures of road construction.

It further said that if contractors and the site engineers are found indulging in misappropriation leading to the bad quality of the roads, they must be dealt with strictly.

The defaulting engineer must be suspended from his job and the firm engaged in the work blacklisted, it further added.

 

Plantation drive held

PASIGHAT, Oct 1: Volunteers of Renaissance Society, a local NGO led by its vice-president Essac Jamoh carried out a massive plantation drive in and around Gandhi Chowk and main market area here on Wednesday.

District CPS team visits OWA

ITANAGAR, Oct 1: An official team of Papum Pare District Child Protection Society (CPS) visited the Specialized Adoption Agency (SAA) and Child Care Institute of the Oju Welfare Association (OWA) on Wednesday. The team led by ICDS deputy director-cum-DCPO Dani Yami was accompanied by Tako Dupit, Assistant Director, Art and Culture and officials from Child Line Itanagar.

During the visit OWA Chairperson Ratan Anya apprised the visiting officials about various ongoing programmes and activities of the organisation for the welfare of the poor and needy children.

Highlighting illegal adoptions of child taking place throughout the state, she urged the authority concerned to take bold administrative steps to end such illegal practices.

She also assured the visiting officials to strive hard to carry forward the mission of OWA founder Binny Yanga to serve the humanity. The official team reportedly assured the organisation to extend all cooperation to curb illegal child adoption.

Kiren blames Congress for current refugee mess

ITANAGAR, Oct 1: Union Minister of State for Home Kiren Rijiju today strongly hit back at allegations that BJP government at Centre is helping Chakma-Hajong refugees in getting Indian citizenship on religious ground. Recently many political pundits and anti-refugee protestors had alleged that BJP and its Sangh affiliates which consider Buddhism as part of Hinduism are behind grant of citizenship as majority of Chakma-Hajong refugees are either Buddhists or Hindu believers. While talking to this reporter, Rijiju thrashed such allegations and instead blamed Congress party for the present mess.

“I don’t want to politicise this issue but as people have already done it, let me clear few things. If we go by historical facts, there is no denying that it was during Congress rule that Chakma-Hajongs were allowed to settle in our state, he said. As per the agreement signed between former Prime Minister Indira Gandhi and former Prime Minister of Bangladesh Sheikh Mujibur Rehman, it was decided that Chakmas and Hajongs will be granted Indian citizenship. In fact at that time, BJP was not in picture and how can people blame BJP now,” said Rijiju.   

“First of all Chakma-Hajongs were given voting rights by the Election Commission of India. The Ministry of Home Affairs (MHA) had opposed this move with the argument that without getting Indian citizenship how could refugees be given voting rights. So, people should not drag BJP government into this issue,” said Rijiju.

He went on to add, “As a Union Minister, I cannot defy the order of Supreme Court but as a representative of Arunachal I had opposed the ruling of the SC. In fact, I am the first Union Minister to come out openly against the Apex Court directive. Immediately after getting the report, I held a meeting with MHA officials and later with state government officials at Delhi. I clearly told them to find out the mechanism to oppose directives of SC. We have no objection to Chakma-Hajongs being given citizenship but they should not be settled in our territory,’ said Rijiju. He assured government of Arunachal and people of state that he will extend every possible help to fight against the decision of the Supreme Court.

He also questioned the role of former AAPSU leaders. “AAPSU was formed on refugee issue. They pledged to fight against Congress government for allowing refugees to enter the state but many leaders themselves later joined Congress and became part of the government. Everyone knows that former AAPSU leaders had gone on to become Chief Minister, Member of Parliament and one is presently speaker of Arunachal legislative assembly. Their role in the refugee issue is questionable and I think people of Arunachal along with AAPSU should question them too,” continued MoS Home.

 

 

Against horse trading or using UG groups to destabilise govt: Kiren

ITANAGAR, Oct 1: Union Minister of State for Home, Kiren Rijiju has said that he is against horse trading and use of UG groups to destabilise any government. Rijiju gave this response on being questioned whether BJP will ever try to destabilise the Congress government in Arunachal.  Rijiju made it clear that he is against such move but added that “if leaders themselves collectively take decision and act, then I cannot stop them from trying to form government.”  

“My tough stand against militant groups of North East region has made me their number one enemy” said the Union Minister.

He also informed that two of the major pet infrastructure projects announced by him last year are making progress.

“State government has been asked to prepare DPR for East-West Corridor connecting foothill areas of the state between Bhalukpong and Ruksin. The road will come under the state highway but will be funded by MoRTH. On the other hand, Defense Ministry has made some objections on the proposed Mago-Nafra-Vijaynagar frontier highway. Therefore, changes are being made accordingly. Hopefully these two projects will change the face of the state in years to come,” said Rijiju.   

 

 

Take Centre into confidence on Chakma Hajong issue: Governor to state govt

ITANAGAR, Oct 1: Governor of Arunachal Pradesh JP Rajkhowa while chairing a meeting attended by the Chief Minister and top officials of the state, after the Sept 17 Supreme Court verdict (WP (C) No. 510 of 2007) concerning settlement and grant of citizenship to the Chakma-Hajong refugees of 1964-69 stream at Raj Bhawan, on Thursday advised for concerted efforts from the state government, by urgently taking Government of India into confidence to address the issue satisfactory and effectively. Govt. of India is the Respondent No. 1 in the WP(C) 510/2007.

He viewed that people of the State and the State Government appear to have no objection to granting of citizenship to eligible Chakmas and Hajongs but they are totally against their settlement in Arunachal Pradesh.

He stressed that there must be no breach of the peace whatsoever and no breakdown of law and order or any kind of economic blockade as such activities apart from hurting the common citizens, will also weaken the stand of the state government and the indigenous people.

The Governor, while reviewing the general law and order and overall security scenario in the State, insisted on effective reporting of cases through filing of FIRs with the Police Stations and more focus on prosecution and conviction.

Chief Minister Nabam Tuki briefed the Governor on the Cabinet decision of Sept 30 to file a Review / Curative petition after due consultation with the Ministry of Home Affairs, Govt. of India as the Joint High Power Committee constituted on August 23rd 2010 with representatives of all concerned was yet to formulate its recommendation on the issues relating to settlement of Chakmas and Hajongs.

Other than Home Minister Tanga Byaling, Chief Secretary Ramesh Negi, Principal Secretary (Home) Dharmendra Sharma and Director General of Police S. Nithianandan were present in the meeting along with senior officers of Administration and Police.

Follow Gandhi’s path of truth & non-violence: Governor, CM

ITANAGAR, Oct 1: In a message to the people of the state on the occasion of Gandhi Jayanti, Governor JP Rajkhowa appealed to the people of Arunachal Pradesh to follow the path of truth and non-violence, and rededicate towards peace, tolerance and harmony.

He further expressed the hope that the birth anniversary of the Father of the Nation, Mahatma Gandhi would strengthen the spirit of unity among all the people across the Globe and promote universal peace and tolerance.

The Governor said that Mahatma Gandhi’s path of Ahimsa and his commitment to democracy and humanity are universal and are revered throughout the World.

Gandhiji’s ideals have inspired us to stand resolutely against any challenge and to work for the eradication of poverty, illiteracy, oppression and discrimination, he added.

Chief Minister Nabam Tuki in a message this evening, emphasised on the teachings of the Mahatma, which are relevant for all times.

“Gandhiji’s teachings on non-violence will always be relevant. However, at times when we are everyday splashed with news reports of violence from various parts of the country and the world, his teachings attain supreme significance. Violence of any form and hatred of any degree are best avoided for a peaceful and progressive society,” he observed.

Tuki urged all, especially leaders to take a cue from the great soul, who practiced what he preached.

The Chief Minister expressed optimism that while observing  the day, people would re-think on the amount of violence being perpetrated world-over and re-discover the power of love and non-violence.

 

 

Will not to tolerate anti-party activities: APCC

ITANAGAR, Oct 1: Arunachal Pradesh Congress Committee (APCC) today vowed not to tolerate any anti-party activities by the party leaders.

In its extended executive meeting held here today, the APCC resolved that Congress party will not tolerate senior party leaders and INC legislators who try to destabilise their own Govt and create anti-party activities. The APCC said that it has full authority to take stern disciplinary action against them as per party constitution.

The meeting presided over the APCC president Padi Richo also requested all the party MLAs, ministers, Parliamentary Secretaries including Chief Minister to fairly fulfill the promises made in the election manifesto by the party during the last assembly and parliamentary elections. All the benefits of development activities must go to the poor, the needy and the downtrodden, the party said.

While appreciating Chief Minister Nabam Tuki for enhancing the benefit of the health insurance scheme from Rs.2 lakhs to Rs. 3 lakhs per household and  for ambitious skill development and employment generation programme with a promise to engage one member from each family in either Govt./Private or a similar self sustainable employment.

 

 

Indian army recruitment rally begins in Tawang

TAWNG, Oct 1: Indian Army recruitment rally for soldier general duty, soldier tradesman, clerk and store keeper, technical and inventory management got off early today morning at Government Higher Secondary ground.

A total of 778 aspirants from Anjaw, Tirap, Changlang, Longding and Lohit districts participated in the first day wherein only 178 made it through the physical fitness and measurement test.

More than 4000 youths from different districts of the state are expected to join the Recruitment rally.

Colonel Manoj, Director, Zonal Recruitment Office Shillong and Colonel S Martin, Army Recruitment Office Jorhat, supervised the rally organised by the Indian Army in coordination with Yuva Arunachal and supported by Minister for Tourism, UD and Art & Culture Pema Khandu, Parliamentary Secretary for RWD Jambey Tashi and Tawang MLA and APSPCB chairman Tsering Tashi.

Candidates from East Kameng, Dibang Valley, Lower Dibang Valley and Upper Subansiri will sweat it out to serve the nation tomorrow while youths from West Siang, Upper Subansiri, Lower Subansiri, and Kurung kumey will participate on Oct 3. Kiren inaugurates bridge connecting

Orang to Tenga, lauds BRO

BOMDILA, Oct 1: Union Minister for Home Affairs, Kiren Rijiju today inaugurated the 60 mtr span prestressed concrete bridge on the road from Orang to Tenga under Kalaktang sub-division in presence of Maj Gen U.S Dadu, Brig J.S Ishar, Col Ashish Gupta of BRO, GBs, PRI members and other district heads.

The bridge was constructed within three years period at a cost of Rs.610.35 lacs by 1441 BCC of Project Vartak of the BRO.

In his brief address, Kiren congratulating the untiring efforts of the BRO in connecting the far-flung areas said that the pace of work has remarkably improved in the last two years and urged that the same tempo and zeal be maintained in all the coming days.

Of the remaining nine more bridges on the route, seven are under construction and when completed, the Orang to Tenga would be the alternate route to Tawang.

Later in the day, Rijiju inaugurated the five-day Boudh Sanskriti Mahotsava at Dirang sponsored by Ministry of Culture and coordinated by Central Institute of Himalayan Culture Studies (CIHCS), Dahung.

The festival incorporates various cultural components relating to Buddhism like Lama chanting, Butter sculpture, sand mandala, monastic dance, meditation, dharma exhibition, thangka painting, dharma talks, yoga, campaigning programme on Swach Bharat and performances by local artists of the area. ROING, Oct 1: A two-day Environment Awareness Campaign with the motto “Go Green” was organised by AMYAA (NGO), with support from the District Forest Department. The campaign was conducted on Wednesday at Government Middle School Cheta and at Government Middle School Ezengo on Thursday.

Forester Basanta Taye and Secretary AMYAA, R. K. Paul Chawang, as resource persons gave basic knowledge on environment, types of pollution, effect of global warming, science, technology and environmental sustainability, need for environmental education and effective handling of environmental education.   

Young students were helped to realise that they were the agents and messengers for preservation and protection of the environment at threat.

As part of the concluding action plan, AMYAA with the support of school authorities and concern Forest Department aims to form Green Club in each school, where every student will be enrolled as volunteers.

 

 

Aboh visits interior village, assures speedy progress

ITANAGAR, Oct 1: Parliamentary Secretary Supply & Transport Tirong Aboh accompanied by Tirap Deputy Commissioner, Tirap SP, CO 1st Assam Rifles, HoDs, PRIs leaders visited Moktowa, the last Nocte village bordering Longding district on Wednesday.

While addressing the villagers, Aboh said that the people of 56-Khonsa West Constituency had elected him to represent the grievances of his constituency adding that he would try to carry out his duty to the best of his abilities to bring speedy progress in the constituency.

Aboh said that all the villages under Khonsa West had benefited from large cardamom plantation sanctioned by the government. He assured to cover left out households under agriculture/horticulture schemes.

Aboh said that all the villages of Khonsa West  have been included under BADP and Rs.1 crore fund had been sanctioned considering the backwardness of the area.

The MLA told the large crowd that creation of Dadam CD Block would help the people adding that from now onward people of Dadam area need not go to Khonsa for petty office work.

While replying to public memorandum for link road maintenance from Moktowa to Barap,  Aboh said that he would initiate for link road sanction from Dadam to Moktowa stating that present road from Khonsa to Moktowa via Tissa is approximately 61 kms whereas Road via Dadam will be only 32 kms distance from Khonsa. Aboh announced Rs.10 lakhs for construction of Headmaster’s quarter and Rs. 8 lakhs for construction of additional classroom at the government ME school, Moktowa from DoTCL.  He suggested the village authority of Moktowa to supervise the work construction to ensure proper implementation. While expressing his concern about the frequent power cuts, he stated of replacing the old with a new transformer within March, 2016. He has announced Rs.5 lakh for construction of CC steps in all colonies at Moktowa village.

He appreciated EE(PWD) for timely completion of the Community Hall despite water scarcity, transportation problem. He urged the people of Moktowa to utilise sanctioned fund judiciously without compromising with the quality of works. Earlier, the MLA inaugurated a community hall at Moktowa and inspected link road site from Moktowa to Dadam.

Speaking on the occasion, the Deputy Commissioner said that district administration was trying to improve transportation, education, health and other activities and ready to help the people. The DC urged the HoDs to accord more importance to the interior places and told the people that the district administration was ever ready to address any complaint received from them. (DIPRO)

The workshop, focused to sensitise and prepare the health workers, vaccinators and the Cold Chain Handlers for the new vaccine in the routine immunization schedule, saw the participation of GNMS, ANMs, ASHAs, and Anganwadi workers of Jang sub-division.

Dr. Rinchin Neema, MO, CHC Jang, sought active participation from the administration and the denizens. He also oriented the participants on the global overview of Polio and elaborated on FAQs related to Pentavalent vaccine &IPV.

Jang ADC, Dr. Dilip Kumar Chutiya called on the ICDS, Health Department, Anganwadi workers and ASHAs to work together to uplift the health scenario of the region. “Though the departments may vary, but the cause and goal remains the same”, he said.

Tawang DRCHO, Dr. Lobsang Tempa, Mukto MO, Dr. Namgey Rakpa, Bongleng MO, Dr. Asum Perme and Jang CDPO Nima Phuntsok attended the workshop.

 

 

Stick to guidelines, DC urges  PMC councillors

PASIGHAT, Oct 1: East Siang Deputy Commissioner Isha Khosla yesterday called upon the councillors of Pasighat Municipal Council (MPC) to work hard for development of the people and stick to the guidelines framed by the government.

The councillors should interact with the people of their respective jurisdiction and place their grievances before the competent authority for redressal, she said. The DC also emphasised that PMC MEO should conduct workshop on the role and power of the councillors for effective functioning of the PMC.

Pointing out the selection of Pasighat for Smart City, she urged the citizens to shoulder responsibility and contribute their best in the formation process of smart city.

Municipality has ample opportunities to generate revenues as well as employment, she opined adding “once Master Plan is prepared, we would be able to understand and identify places to develop properly for industrial, commercial and residential areas for successful implementation of Smart City Mission.” The DC, appreciated the councillors for their tireless efforts to make dengue source reduction drive a grand success.

Earlier, the DC administered the oath of office to newly elected Deputy Chief Councillor Kaling Darang at the council’s conference hall in presence of Chief Councillor Denong Tamuk, MEO Deepak Shinde, ward councillors and HODs.

PMC Chief Councillor Denong Tamuk urged the DC to take steps for PMC office building for smooth functioning of the civic body.

The 16th monthly business meeting was also held yesterday at the same venue soon after the oath taking ceremony. While chairing the meeting, Chief Councillor Tamuk sought cooperation from the councillors and the officers to make Pasighat better place to live in.

Various matters like township road, drainage system, water supply and also imposition of user charges on parking, solid waste management, issues concerning electricity and shifting of power poles from strategic locations were discussed in the meeting.

MEO Shinde took stock of future plans being prepared by the officers meant for Smart City Mission. Taking serious note on garbage management, Shinde informed that PMC is all set to launch door to door garbage collection mechanism, making Pasighat dustbin-free township soon. He further instructed the HODs to prepare their best plans for SCM and to submit immediately for review. DIPRO

 

 

APYC condemns lynching of man,

burns effigy of BJP leader

ITANAGAR, Oct 1: Strongly condemning the killing of a man by a mob for reportedly consuming beef at Dadri in UP recently, the Arunachal Pradesh Youth Congress (APYC) today burnt the effigy of Nawab Singh Nagar, former MLA and BJP leader from Dadri at Rajiv Gandhi Bhawan here for supporting the mob attack and for his remarks on beef-eaters.

“This is the explicit exhibition of the hidden ideology of the saffron political party in association with RSS, VHP and other Hindutva fanatic groups,” the APYC said.

Describing the condemnable act as murder of democracy, the APYC said the freedom over food (eating habits) of every citizen of this democratic country should be respected and every social and religious group in a pluralistic society like India should be treated equally.

Secularism is a basic structure of our constitution that has given equal status to all religions and also incorporates freedom of belief and practice, the Youth Congress said while criticising the BJP as “it has ventured into imposing all kinds of ban including beef in several states rather than working on developmental fronts.” Congress Party will not tolerate this kind of unconstitutional imposition on the citizens by the BJP, it concluded.

 

 

Review meeting on routine immunization held

SEPPA, Oct 1: District Review Meeting on Routine Immunization and Family Planning was organised by District Health Society at Kameng Hall here today.

Addressing the participants in the meeting, ADC Pooja Jain stressed on the need to generate more awareness among the public for successful implementation of family planning and immunization programmes. She asked the medical officers to involve teachers and Anganwadi workers in health related programmes.

Taking cognizance of the shortages of required medicines as raised by doctors, she urged them to submit the requirements. She also fixed 21st and 15th of every month as immunization date for Khenewa and Lumdung respectively.

Speaking on the occasion, DMO in-charge Dr. K.Gyadi asked the medical officers to prepare action plan and engage ASHAs to prepare a list of their area to undergo tubectomy likely to be conducted in December next.

DRCHO Dr. K Lapung urged the Medical officers to bring more awareness on importance of immunization and health related programmes. He also gave a presentation on routine immunization, immunization programme for pregnant women etc.

Medical Officers of PHCs & CHCs briefed about the steps taken for the success of immunization and family planning programme.

Students oppose sub contract of

Longding-Kanubari Trans Arunachal Highway

ITANAGAR, Oct 1: All Arunachal Pradesh Students Union (AAPSU) and Longding District Students Union (LDSU) have opposed sub contract of Longding-Kanubari Trans highway to any individual or group of contractors.

The union urged the Monte Carlo Company Ltd., an Ahmedabad based Construction Company for the Longding- Kanubari Trans Highway to execute the work by themselves. Work quality shall never be compromised in the name of development, said Kamta Lapung, AAPSU President while urging the National Highway Infrastructure Development Corporation Ltd (NHIDCL) who is the nodal agency of the highway work to seriously note the lapse in the work before it begins. He also urged the Ministry of Road and Transport and the state govt to re-tender the project if the Monte Carlo Company do not execute it on its own.

Quality of works in Longding district has been badly affected due to involvement and inclusion of second and third party, LDSU president Manlem Wangsu said.

The students alleged that Monte Carlo is trying to execute the contract work through a local enterprise from Nirjuli, while adding that this was not acceptable to APPSU and LDSU.  

 

 

Do not begin work till compensation is paid: Public

ITANAGAR, Oct 1: The contractors engaged with the Trans-Arunachal Highway project of the Kanubari to Longding stretch has been urged not to begin the work till the compensation has been paid to the land owners and re-survey of the gradient alignment. This was decided in a meeting held at the Circuit House, Longding on Sept 10 last which was attended by the local public and the PRI leaders, informed ZPM Kanubari Mitali Wangjen in a statement.

The meeting further decided that if the agency, Ahmedabad based Monte Carlo Limited, desires to sublet it to the second party, they should sublet to the bonafide contractor/contractors of Longding district having credentials to do so.

It expressed disappointment that many projects under PMGSY being executed by the contractors from outside the district have deprived the opportunity of the local contractors and also that the quality of the work are often compromised leading to bad road quality.

 

 

Mega campaign held on PMMY

DAPORIJO, Oct 1: State Bank of India, Daporijo organised a mega campaign on Pradhan Mantri Mudra Yojaya (PMMY), a financial assistance scheme for needy persons wherein, DC Komkar Dulom, officers, local businessmen and aspiring entrepreneurs took part today.

The DC, in his address encouraged all to avail the benefits of the loan provided by the banks to set up businesses and their expansion. He however, said that loans have to be repaid in a timely manner for the benefit of the businesses as well as banks. Terming the banking institution as a true friend providing support for a businessman, the DC highlighted the need for the small businessmen to be trained in book keeping. He also emphasized on the need for review and monitoring of businesses provided with assistance by the banks.

SBI Daporijo, Chief Manager, PK Doley briefed about the PMMY and its aim of providing assistance for setting up and expansion of small businesses and micro enterprises while, LBO, Ziro chief manager, J Singh explained in detail about the three categories under PMMY like, Sishu (upto 50,000), Kishor (upto 5 lakhs) and Tarun (upto 10 lakhs) besides, special features like simplified forms, no security or guarantor required, 5 years repayment period etc, for the Sishu category.

Field Officer Robert R also informed that the bank would provide financial assistance under Sishu category to 31 persons initially. He further spoke on the importance of loan repayment and disadvantages of businesses being declared non-performing assets. (DIPRO)

 

 

Addiction treatment: addict to recovering addict

Drug addiction is a disease. We may know someone who is often using alcohol or some form of drugs and we start avoiding them rather than acknowledging that they have a disease which they need treatment for. We should all remember that before he/she is an addict, they are your close ones. Certainly no one is born with a craving for alcohol/drugs. When a family member is diagnosed with a physical illness, all the close ones fight together for recovery of the sick person, likewise since addiction is also a form of disease, we all should remember to stick together and help the addict to recover.

An addict to any form of drug, they need our help and it is our duty to help him or her become a recovering addict. Every individual should provide more positive help to a recovering addict. These recovering addicts are the ones who have realised how important it is to live a drug free life and making an attempt towards the journey of sobriety. Perhaps, the stigma of addiction is the idea that we should be able to kick all the bad habits on our own. Otherwise we are weak or inferior human beings. But these expectations are unrealistic. For an addict to stay sober for long run, it is impossible to fight it alone. Some exceptional cases are witnessed but chances of relapse are very high. So if an addict really wants to recover we have to provide a fair opportunity to recovery.

As a Psychologist in Opiate Substitution Therapy (OST) in General Hospital, Pasighat since past few months, I have been dealing with persons with drug addiction. But Often I have wondered what and how does science or medicine help such people. So, what is it that, apart from any medicine and counseling that convinces the recovering addict to make change and move on with Drug free life?

Following are the major reasons why an addict sticks to change and live a drug free life.

Humane Environment: Providing better and humane treatment is the foremost contribution factor. Humane treatment in their homes and Hospital or De-addiction centre, demands an environment where the person feels that he/she is in a safe, secure and accepted place and not to be treated like an unwanted. In absence of proper de-addiction centre in Pasighat, Opiate Substitution Therapy in General Hospital Pasighat is making its effort to provide such an environment. Though reluctant initially, but gradually they feel that the therapy centre is somehow treating them well and they feel safe and relaxed being in the room surrounded by people who understands them and also motivates each other to change and live a drug free life. A client of mine said that he wants to become a better person because of his supportive family. The expectations from his parents, sisters and family make him stronger day by day to live a life without drugs. Another client reported, “My parents are least interested about the struggle I am going through, they pass negative comments on how I am useless and good for nothing. All negative environment at home makes me get away from home and be around with friends. But since all my friends are addicts, I am somehow brought back to drugs.”

Respect for the individual’s perception: A very common notion is that all the addicts are bad and thus need to be cautious and stay away from them. But the fact cannot be ignored that no one is born an addict. It is important that during treatment, while a drug addict is fighting against drug cravings we should understand as a family member, friend, a co-worker, a therapist that we should not be unmindful towards the patient’s perception as to why he choose to consume substances. He/she is fighting a battle out there which we may or may not know. So it’s better to emphatically listen first and then respond.

Patience: Self realisation works well for addicts to choose the path of recovery. In the first stage of recovery, I haven’t seen many patients reaching a good motivational level for long term abstinence, but I have seen patience working. Some of the patients with support from various sources have learnt long term abstinence from drug after many attempts of treatment. One thing in common among these recovering addicts is self realisation which came only after many failures and attempts to quit drugs and bad experiences. Patience has worked.

Opiate Substitution Therapy has never given up on them; they were always accepted back with open arms. Patience can pay both the parties in the long run.

Social Support: We all are human beings and interactions have influence on how we view ourselves and the world around. If positive social support is not provided for a recovering addict, the chances of success decreases and he/she will have difficulty making life changes which is required for long run abstinence from drug. The road to recovery from drug is the path to better life but also challenging and stressful for most. A patient once told me that “I feel that the society outcast us and even misbehave or ill treat us, due to which we are demoralised, angered and have a very low self esteem, and that’s the very reason why we relapsed.”

OST Centre is a place where the patients feel safe and secure and feel free. Few social groups coming uninformed, body searching every patient, questioning them and looking down on them can affect in the process of rehabilitating these recovering addicts and leading to low self-esteem, anger and sadness which may force them to relapse.

I feel that the OST Centre should be respected and be treated like a home for the addicts by the society.

An addict is a person like me and you who is struggling and battling with things that are much stronger than him/her. Let us support them in their struggle and give them a fair chance for a better future. (The contributor is Psychologist at OST, General Hospital, Pasighat)

Role of MEA under scanner

India is once again facing strong criticism in its own backyard putting serious question mark over the foreign policy of the present regime. Ever since Nepal adopted new secular constitution there has been widespread protest across the country. The southern minority group known as Madhesis while expressing fear that they will be marginalized in a new federal structure has been strongly protesting against the move. Most of these people who have relatives on Indian side have virtually blocked all the highways that connect the two nations. This has cut off the land locked nation and also has deeply hurt the sentiment of the Nepalese people.

Nepal is almost totally dependent on India for overland supplies following earthquakes in the spring that killed nearly 9,000 people and blocked crossings from China. India has been critical of Kathmandu for rushing through the constitution, despite opposition from minorities living close to the Indian border. It is in this context that Nepalese people strongly suspect that Indian government is using Madhesis to impose blockade as a measure of punishment. Anti-India sentiment is flying high in the Himayalan country. Nepal's cable federation said it would suspend Indian television channels and on Monday protesters marched in Kathmandu carrying an effigy of India's prime minister. Protestors shouted "Down with Indian expansionism! Down with Modi!" before police scattered them and confiscated the effigy. Even though ministry of External Affairs spokesperson Vikas Swarup rejected the allegations, the people of Nepal are not ready to accept the explanation put forward by India. Such kind of anti-India sentiment especially in a friendly country like Nepal is matter of deep concern. MEA has big task ahead of them.

Don’t let students suffer

 

Dear Editor,

More than two  months after the transfer and posting out of Senior Teacher, Geography  subject from  Govt. HS School Ziro, one of the oldest institute of learning, more than1000 (one thousand) student of Class XI and XII are suffering due to non posting of reliever subject Geography Teacher. Now the student are under utter desperation. Further delay in posting of new teacher will bring them under agitated mood. Now it is peak time for studying before onset of winter which is knocking at the door. Our people friendly government which is promoting qualitative education cannot ignore the cry of more than one  thousand student because of no fault of them. It is appeal to the Director of School Education to post a new Subject Teacher immediately.

Conduct fair exam

Dear Editor, 

I am writing this with immense pain. This is regarding the way junior engineers in Arunachal Pradesh recruited. One of my seniors cleared the Indian Engineering Service (I.E.S) examination but he couldn’t make it to the post of junior engineer in our state. I was very shocked and was curious to know how a guy like him could not make it to the merit list.

After appearing the exams for myself I came to know why the brilliant student like him couldn’t make it. Lots of malpractice takes place during the exam especially the use of mobile phones in the examination hall.

The candidates take photo of the question paper and text their friends through Whatsapp which in return sends all the answers with the help of Google and text books. Even some invigilator helps them in solving problems. In other words, it is examination of how good you are in cheating.

Everyone is aware of it, but still it continues.  Why?

Is there no one to check it or they too are part of it or they are blind? There are many candidates who does hard work and belong to poor financial background.

For them it is not just a job but a source to feed their family.

I appeal all the concern departments on behalf of all those candidates who are working hard and especially on behalf of those who are from a poor background to conduct fair examination for the recently advertised posts in PWD, RWD and Hydro power as well as all the future examinations.

Devotion cannot be earned by force

Dear Editor,

Through the esteemed column of daily, I would like to jot down few points regarding growing trends of asking donations by some of devotees.

The practice of asking for donations to celebrate religious festivals is growing. At times, devotees are so insistent while asking for donations that common people are forced to comply with their request. One wonders whether such forceful demands are a sign of devotion or ruthlessness imposed on their brethren. No religion instructs its followers to ill-treat fellow humans if the latter do not follow their faith, and hence, choose not to contribute towards the festivities. 

Devotees who collect donations to celebrate religious festivals must understand the basic tenets of their faith. They must not act in a way that causes pain to others because that is one of the gravest sins mentioned in holy texts.  Devotees must realize that devotion cannot be earned by force.

Stand up before it’s too late

Dear Editor,

While a murderer destroys the physical frame of the victim, a rapist degrades and defiles the soul of a helpless female – is the famous quote on this topic.

Rape-an heinous crime which is increasing day by day, hour by hour, minute by minute and second by second. Thinkers are thinking to reduce the crime, philosopher making another philosophy out of it , yet it is increasing.

The jewel of our society, pride and honour, women, who shapes the whole world with their beautiful and hard working hands aren’t safe. Panacea for this barbaric and heinous crime is not yet found. Perhaps, irony here is we know that  to eradicate and eliminate such barbarism society , each individual, have to change ones thoughts about women , gods best ever creation.

In Likabali –a hostel warden sexually harassed his students, Joram top and Daporijo cases-where a 7 years young girl was the victim, Dumporijo case- the rapist was victim’s relative, Garu case-where a lady was raped and brutally murdered, and now Aalo rape case. The statistics shows that the victim is of every age and the heinous crime was in different part of the state. This indicates that crime has spread all over the state like plague and nobody knows who is next.  

I strongly feel that the prominent cause for such heinous crime is that criminals don’t get exemplary punishment. Unless and until there is no strong law giving severe punishment, the crime will not stop. With each passing day, we will be compelled to read such news in the front page of The  Arunachal Times or hear  from someone or witness the barbarity in our neighbourhood. Irony that lies In our society that at the very instant everyone is wrapped with wrath, but with the passage of time we forget everything and this is the universal truth. Even though some shows guts, face off such obstacles and asks for the justice, because of the tortoise nature of our law system it takes time to catch the criminal, punish them and give justice to the victim but by then victims itself get tired of asking justice.

It is said when the whole world is silent even a voice becomes powerful, and as under the same sky and same heaven, sharing same land, same air and same colour of blood, I strongly demand an exemplary punishment for the rapist. Let him be awarded with exemplary punishment such that no other antisocial animal in mere future even in dreams would dare to touch the honour of society-women.

Nevertheless kidnaps, robbery, murder are at utmost roar in our state.

I kindly and strongly urged and call up all our Arunachalee brothers and sisters to stand up for the rape victims and others and to fight for their justice. If we all go hand in hand fighting against such crimes and aware the society about it, one such can be prevented, stopped or can be eliminated.  

This is the crucial and the critical point where if nothing is done, if we fail to get justice for the victim such crimes gets momentum. The time not so far, if these continue and not taken care of, then so called the beautiful land of rising sun would be recalled as land of crimes.

 Let us all stand together and march forward and fight and if not now, then when? Because next may be you!

Don’t make a fool of yourself and us

 

Dear Editor,

I wish to seek the courtesy of your esteemed daily to highlight the demeaning education scenario of our state.

Every parents wish to provide quality education to their children. But the sad part is that Educational Institutes are charging colossal amount of money to provide education. Only, those children have the privilege of studying in these so called private institutes who belong to economically sound family. But, a large number of children belonging to poor family are left behind. Then those children look towards Govt. schools as their ray of hope, to accomplish their dream of becoming somebody in their life.

But sadly, even Govt. Schools are not free from fees. I was deeply surprised when my class teacher asked every student to give Rs.100 each for purchase of white board.

On asking for the reason of collecting money he gloomily says ‘ it’s for SUPW (Socially Useful Productive Work).

Alas! How do I explain my teacher and school authority the meaning of SUPW? Almost all Govt. Schools in our state collect things like electric bulb, brooms, money in the name of SUPW. In some cases they even warn to withhold the exam result in case of failure of submission of those articles.

I don’t understand why these kinds of things are demanded from poor students. Where are all the money allocated for Education Sector during budget.

Every now and then we hear our political leaders promising to provide quality education to the children.

But my dear political leaders time has changed and you can’t make fool of students through your lip service.

When you can’t provide basic necessities like chalks, board, uniforms, books etc and the so called RTE, students welfare schemes exist only in paper.  When you talk of providing quality education you are making fool of yourself.

Times have changed.
